Josh Fannon was elected by acclamation to the office of President of IAFF Local 964 in September 2020 and assumed office on January 5, 2021. He was reelected in September 2023 and began his second term in January 2024. His fire service career has spanned over 25 years with three IAFF locals. He has served in some of the busiest units in East and West Baltimore, rising through the ranks to Battalion Chief. Prior to assuming office, he was assigned to the 3rd Battalion in West Baltimore.
He is the elected Active Fire Trustee of the Baltimore City Fire & Police Employee Retirement System (BCFPERS) and is a certified fiduciary. President Fannon has served on numerous other boards and commissions, including Maryland Governor Wes Moore's Transition Team, Maryland Comptroller Brooke Lierman's Labor Advisory Council, and Maryland Attorney General Anthony Brown's Labor Advisory Council.
President Fannon believes in the importance of legislative advocacy to advance the causes of firefighter safety, working conditions, and benefits. He has actively participated in advocating for, and passage of, legislation to secure fair negotiations and procedures for health insurance negotiations for City employees (City Ordinance #22-0211), Baltimore fire & police pension reform (City Ordinance #24-0379), and federal legislation for the elimination of the Windfall Elimination Provision/Government Pension Offset (H.R. #82 Social Security Fairness Act).
Josh is certified in advanced life support by the State of Maryland. He has a Juris Doctor from the University of Baltimore School of Law and a Master of Public Administration from the University of Baltimore. He is a licensed attorney and member of the Maryland and Federal Bar.
Josh lives with his wife, Megan (IAFF L-734), and three children: Julian, Lily, & Patrick.

David Goldman was first elected by the membership to the position of Secretary-Treasurer in the fall of 2019. David started his first 3-year term in January 2020.
David began his career in the Baltimore City Fire Department on December 29, 1986. He rose through the ranks to his current position of Battalion Chief when he was promoted in March 2011. David has been married to his wife Theresa since March 1988. They have 3 children; Michael, Michele, and Kayla, along with 4 grandsons; Jaxon, James, Wyatt and Charles.

Mike Hudson was appointed in 2019 to the position of Recording Secretary and quickly became involved in the management of our union. Elected by acclamation in 2021 as the 1st Vice President, he is now in his second term. Mike is the Captain of Squad Company 54 in Northeast Baltimore. He has a Master of Business Administration from the University of Baltimore Merrick School of Business.
Mike and his wife Allison have 3 children; Jacob, Liam and Kate.

Tom Skinner began his L-964 leadership journey when he was appointed to fill a vacancy as the 5th Battalion Steward in 2008. He went on to become the Recording Secretary in January 2012 and was appointed as 2nd Vice President in April of 2019. He also serves as the Public Safety Trustee on the Retirement Savings Plan/Deferred Comp Board. In addition to his work with L-964, Tom also serves as 1st Vice President of the Professional Fire Fighters of Maryland, Local A-19. Tom is a Lieutenant at Truck Company 12 in Northwest Baltimore.
Tom has a daughter, Monika and 3 sons, Devlin, Casey and Sam. He and his wife Andrea live in Southwest Baltimore County.
